Uganda’s decentralisation policy is outlined in Chapter 11 of the 1995 constitution and is operationalised by the LGA 1997. The overall objective of the decentralisation policy is to make local governments effective centres of self-governance, participation, local decision-making, planning and development. The specific objectives of the policy are to:
